How many pepper plants per person
Utah State University Extension suggests 3 to 4 pepper plants per person for fresh eating and 8 to 14 plants per person if you also freeze, pickle or can them. The calculator takes the middle of each range, 3.5 and 11 plants, and rounds the household total up: 14 plants for a family of four eating fresh, 44 with preserving.

Row length is plants × 18 inches, the middle of the 12 to 24 inch in-row spacing. The harvest applies Virginia Cooperative Extension's 5 to 18 pounds per 10 feet of row to that length.
Sweet and hot peppers in the same count
The per-person figure is for peppers as a whole, so split it between sweet and hot types to match how your household cooks: a family that uses hot peppers only as seasoning needs fewer of them than bells. Utah State grows both groups the same way and at the same spacing, so the space needed does not change.
How much room that takes
At 1 plant per square foot, 14 plants fill 14 square feet of raised bed. At the 17 inches each way the pepper planting calculator starts on, a 4 × 8 bed holds 10 plants, or 15 in staggered rows. So one 4 × 8 bed in a staggered pattern covers a family of four for fresh peppers. Preserving amounts, 44 plants for four people, are better planned as in-ground rows: about 66 feet of row at 30 to 36 inches between rows.
Peppers also grow well in containers: Virginia Tech and Colorado State give a minimum of 2 gallons per plant, which lets you add a few plants on a patio.
